Yeah, that was played by me. I thought long and hard before playing it and concluded it was the most favorable (for me) Event card I possessed. Plus, I really needed every Culture point I could get. But it obviously backfired on me!
The Red Cross was a really nasty surprise after I thought I was save for a military takedown by grabbing the 13-army points wonder. I’m up for revenge
